GENERAL INFORMATION ONLY
Operator Disclosure
WeParaguay.com is operated by WEPARAGUAY E.A.S. Unipersonal, a company legally registered in the Republic of Paraguay under Tax ID (RUC: 80165922-1) and Expediente MDE: 139105, with operations based in Asunción, Paraguay.
All information on WeParaguay.com is for general educational purposes and does not constitute legal, tax, financial, or immigration advice specific to your situation. Content is subject to change as laws and regulations evolve.
SCOPE OF OUR EXPERTISE
WeParaguay specializes exclusively in:
– Paraguay residency and immigration procedures
– Paraguay tax residency certificates and local compliance
– Paraguay business formation and registration
– Access to licensed professionals in other jurisdictions
– Coordination of Entry Visas for restricted nationalities
– Category changes from Temporary to Permanent Residency
We do NOT provide:
– Tax advice for countries other than Paraguay
– Legal advice for jurisdictions outside Paraguay
– U.S. tax guidance or IRS representation
– EU, UK, or other foreign tax planning
– Financial planning or investment advice
– Immigration advice for countries other than Paraguay
HOME COUNTRY TAX OBLIGATIONS
Obtaining Paraguay residency does NOT eliminate tax obligations in your country of citizenship, previous residence, or other jurisdictions. Most countries, including the United States, maintain tax claims on their citizens and residents regardless of where they live.
You must consult with qualified tax professionals licensed in ALL relevant jurisdictions, including:
– Your country of citizenship
– Any country where you maintain tax residency
– Any country where you conduct business
– Any country where you have reporting obligations
PROFESSIONAL NETWORK DISCLOSURE
We maintain relationships with licensed tax advisors, attorneys, and other professionals in various jurisdictions. When your situation requires expertise beyond Paraguay law, we will introduce you to qualified professionals in the relevant jurisdictions.
These professionals:
– Operate independently from WeParaguay
– Are solely responsible for their own advice
– Enter into separate engagement agreements with you
– Are not employees or agents of WeParaguay
– Maintain their own professional liability insurance
We receive no compensation for these referrals and make introductions solely to ensure you receive proper guidance.
TAX STRATEGY IMPLEMENTATION WARNINGS
Articles and content discussing international tax strategies, including “0% tax,” “tax-free,” or “territorial tax” benefits, describe Paraguay’s tax system only. These strategies:
– Require proper legal implementation across multiple jurisdictions
– Demand genuine economic substance and compliance
– May not eliminate tax obligations in other countries
– Need ongoing professional guidance and monitoring
– Can result in severe penalties if improperly implemented
“0% tax in Paraguay” does NOT mean “0% tax everywhere.” Tax obligations in your home country likely continue regardless of Paraguay residency.
NO GUARANTEES OR OUTCOME PREDICTIONS
We cannot guarantee:
– Immigration approval or specific processing times
– Tax treatment by authorities outside Paraguay
– Banking relationship establishment
– Business formation outcomes
– Any specific result from government authorities
Individual results vary dramatically based on:
– Your specific circumstances and documentation
– Current government policies and procedures
– Immigration officer discretion
– Changes in laws or regulations
– International agreements and treaties
Visa Approval Disclaimer: While WeParaguay maintains a high success rate (approx. 98%), we cannot and do not guarantee visa approval. The National Directorate of Migration (DNM) and the Ministry of Foreign Affairs of Paraguay maintain final and absolute decision authority. A visa may be denied for reasons including, but not limited to:
-
Existence of a criminal record.
-
Provision of false or misleading information.
-
Insufficient proof of financial solvency.
-
Security concerns or international sanctions.
-
Any other reason at the sole discretion of the Paraguayan government.
REGULATORY CHANGES
Paraguay immigration laws, tax regulations, international agreements, and government procedures change frequently, sometimes without advance notice. Information on our website reflects our understanding as of the publication date but may become outdated.
Government authorities maintain sole discretion over:
– Application approvals and denials
– Processing timelines and procedures
– Fee structures and requirements
– Policy interpretations and enforcement
COST AND TIMELINE ESTIMATES
Following the full implementation of Law 6984/2022, all applicants (with minor exceptions for SUACE/Investors) must complete a two-year temporary residency period before becoming eligible for permanent residency.
All costs, fees, timelines, and requirements mentioned on our website are estimates based on typical scenarios and current information. Actual costs may vary due to:
-
Government fee changes
-
Exchange rate fluctuations
-
Individual case complexity
-
Additional document requirements
-
Third-party service fees
-
Unexpected complications
Processing timelines are estimates only. Government processing times vary based on workload, policy changes, and individual case factors beyond our control.
Operational Window vs. Government Processing: While WeParaguay typically completes in-person filings and on-the-ground process handling within 2–4 working days, this timeframe represents our operational efficiency and not a guarantee of government completion.
Mandatory Travel Flexibility: Due to potential government system outages, strikes, public holidays, or requests for additional documentation, we strongly advise all clients to plan for a flexible stay of 7 to 14 days in Paraguay. WeParaguay shall not be held liable for any additional travel costs, including but not limited to, flight rebooking fees, extended accommodation, or personal expenses resulting from the need to extend a stay beyond the initial estimate.
-PR Upgrade Eligibility: Under Law 6984/2022, the transition from Temporary to Permanent residency is subject to strict filing windows (typically 90 days before TR expiration). WeParaguay is not responsible for a client’s loss of eligibility or the requirement to restart the residency process if the client fails to initiate the upgrade within the legal timeframe.
-Visa Processing: Entry Visa timelines for restricted nationalities (typically 15–45 business days) are projections based on historical averages and are subject to embassy workload and administrative delays beyond our control.
U.S. CITIZEN SPECIFIC WARNING
If you are a U.S. citizen or Green Card holder:
– You remain subject to U.S. worldwide income taxation regardless of where you live
– Paraguay residency does NOT eliminate U.S. tax obligations
– U.S. reporting requirements (FBAR, FATCA, etc.) continue
– IRS penalties for non-compliance are severe
– You must consult with U.S. tax professionals before implementing any strategy
CRYPTOCURRENCY SPECIFIC WARNING
As of January 1, 2026, the OECD Crypto-Asset Reporting Framework (CARF) and CRS 2.0 have expanded the automatic exchange of information to include crypto-assets and e-money. Paraguay residency does not exempt you from these global reporting standards in jurisdictions where you hold assets or conduct business.
Cryptocurrency taxation is highly uncertain and evolving rapidly worldwide. Most countries tax cryptocurrency gains regardless of your residence. Content discussing cryptocurrency strategies on our website:
– Describes Paraguay’s current approach only
– Does not eliminate home country crypto tax obligations
– May become outdated quickly due to regulatory changes
– Requires consultation with crypto tax specialists in your jurisdiction
Important: While Paraguay maintains a territorial tax system, any crypto-to-fiat conversion through local Paraguayan banks or brokers may trigger local tax obligations (8-10%) and anti-money laundering (AML) reporting requirements. We strongly advise against moving digital assets into the Paraguayan banking system without prior legal consultation.
LIMITATION OF LIABILITY
WeParaguay’s liability is limited to the professional services directly contracted under signed service agreements. We are not liable for:
– Government decisions, delays, or denials
– Changes in laws, regulations, or policies
– Decisions made based on general website content without professional consultation
– Tax treatment by authorities outside Paraguay
– Actions or advice of independent professionals we introduce you to
– Economic outcomes or financial results
Travel and Logistics Costs: Under no circumstances shall WeParaguay E.A.S. be liable for travel-related expenses incurred by the Client due to administrative delays. This includes, but is not limited to:
-
Flight rebooking fees or new ticket purchases.
-
Additional hotel or accommodation expenses.
-
Transportation costs during an extended stay.
-
Lost opportunity costs, lost wages, business losses,
lost contracts, lost clients, or any form of indirect,
consequential, or economic damages arising from travel
delays or extended stays.
The Client assumes all financial risk associated with their travel itinerary and is encouraged to book flexible or refundable travel arrangements.
CRITICAL TRAVEL WARNING: WeParaguay strongly advises Entry Visa applicants NOT to book non-refundable flights or accommodation until their visa has been officially approved and the stamp/document is in their possession. WeParaguay shall not be held liable for any financial losses, including flight cancellation fees, rebooking costs, or lost deposits, resulting from a client’s decision to book travel before visa confirmation.
Visa Denial Refund Policy: In the event of an official government denial of an Entry Visa, WeParaguay provides a partial refund of 50% of the professional service fee. All third-party costs, including government fees, translations, and invitation letter processing, are strictly non-refundable. No refund will be issued if the denial is caused by the client providing false information or failing to disclose a criminal record.
